Budget 20255: Government extends Ayushya Bharat Health Cover to 1 crore labor workers
Many people struggle to find a job. Take an example of an engineering student who has failed to get a job that gives him a decent amount. He realized that instead of sitting in idle, he should work as a cab driver of the day and teach in the evening. When a person works for such a short-term, flexible job, such as an online delivery service or independently, they are called Gig Workers. The growth of digital platforms has also made it possible to find new opportunities for elastic work. The Gig Workforce is slowly becoming the pillar of India’s new-time economy. The announcement made in the budget is definitely a variable step to approve the contribution of Gig workers.
What AB-PMJA?
The medical progress made in the last few decades has also increased the cost of health care facilities. Higher-medium and upper class people can easily go to a private hospital for treatment, but there is no luxury in people in the low income groups. And government hospitals are always struggling with the lack of manpower and resources, leading to long queues for treatment. From here, the picture of a scheme like Ayushman Bharat Pradhan Mantra Jan Erageya Yojana (AB-PMJA), which started in 2018, has been started in 2018.
The main advantages of AB-PMJA are:
- Each eligible family provides free treatment up to 5 lakh per year to admit to secondary and third hospitals.
- Managed by the National Health Authority (NHA), it offers immediate benefits without the waiting period.
- It makes it appreciated that the coverage also includes pre-existing conditions.
- The registration is simple. Gig workers can access the benefits on the basis of their registration on the e-Shrim Portal and their Universal Account Number (UAN).

In his budget speech, Finance Minister Nirmala Sitharaman said, “Gig workers of online platforms provide excellent mobility to the new age group. Recognizing their contributions, our government will arrange their identity cards and registration cards on e-Shrim portal. One wonders why gig workers need the benefit of the announcement. Well, the answer is in many challenges facing them. Some of them are here:
- Accessibility: Gig Economy is extremely dependent on reliable internet services because Gig workers get work there. Now, due to the urban-centered nature, Gig workers will have to work in large cities and cities, where medical services are spent.
- Insecurity and lack of benefits: Platform workers are given per task. This means that their income can be widely fluctuated. The companies using their services do not benefit the minimum wage, work hours, health insurance, employee provident fund etc. Imagine that if they suddenly have to be admitted to the hospital, they will suffer financial loss, which will have to stay away from work for a few days.
- High: Most of the delivery bikes are made on a high: Gig workers carry large bags. Then there are bikes and cab drivers. These jobs are not only physically and mentally exhausted, but also the possibility of accidents.
To reduce the distance
The goal of this decision to increase AB-PMJA benefits to Gig workers is to reduce the distance between India’s health care system. According to the NITI IOO, the gig workers are “lost medium” people who are not eligible for government subsidized health insurance but are not rich enough to buy health insurance themselves. Therefore, in the absence of a personal health insurance plan to ensure medical expenses, their savings are not reduced, the government increased these coverage gig workers.
